CHARLES E. LUCHESSA Charles E. Luchessa is president and managing director of SM Technical Consultants Inc. As founder and president of Sierra-Misco, Inc. he led its successful transformation from a small company that manufactured air sampling equipment and industrial glass into the first company with the capability of producing turn-key telemetry systems consisting of remote site and base station hardware and software that report environmental conditions in real time. Among Mr. Luchessa's many contributions in the field of environmental technology was design and implementation of Automated Local Evaluation in Real Time (ALERT) technology which enables radio-equipped field sensors to automatically report rainfall, other weather and water data as events occur, in remote areas. The information is sent into computer base stations. Sierra-Misco provided users, for the first time, with a sole supplier which had the ability to design and install integrated national communication networks consisting of satellite linked technology and sensors that interface and interact with UHF and VHF radio linked DataCommand SCADA database management systems. Mr. Luchessa has installed and designed over 150 telemetry systems worldwide, including the United States, Pakistan, China, the Philippines, Argentina, Mexico, Taiwan, Indonesia and Thailand. He personally directed installation of computer-driven flood warning and water management systems on China's major rivers including a dam safety, flood control and flood warning system for the Ge He Yan, and a water management and flood control system for three reservoirs located on the Song Hua River. |
